Europe experienced widespread relief on Monday, as the diplomatic emergency sparked by the introduction of a new comprehensive peace framework for resolving the conflict appeared – briefly – to have been stabilised. A Washington representative spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Moscow made its response: a renewed assault of rocket attacks on Kyiv.
The Rhythm of Negotiation and Warfare
The succession of opposing developments captured the harsh reality of the current period. By day, diplomatic battles are conducted: hopeful statements are released from various governments. Immense energy is expended on managing specific proposals. By night, the Kremlin brutally reminds the world that, for them, military action persists as the main instrument for achieving "peace".
After-Dark Attacks
As Russia's attack progressed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was laid bare. Ukraine is capable of detecting projectile deployments from across the border, a capacity enabled by timely intelligence. From witness perspectives, defense planes that had been dispatched to engage hostile cruise missiles flew past – advanced fighter aircraft provided to Ukraine by Western partners.
Soon thereafter, Kyiv's anti-aircraft weapons activated: multiple launches fired to intercept a Russian ballistic missile. This was a sophisticated defense system at work, probably delivered by allied countries. Every firing jolts you unexpectedly, shaking the windows. The moment of terror quickly transforms into resigned acknowledgment: maybe the hostile projectile won't hit its mark this time, protecting urban areas from catastrophe and additional electricity failures.
Continuous Dangers
Soon after, a heavy machine gun opened up on a unmanned aircraft in the vicinity, part of a mobile-fire group – most likely allied-provided weaponry. Sadly, the projectiles didn't strike the opposing UAV – it continued its flight toward its objective.
With pauses, this continued until dawn. Kyiv awoke to the early updates: multiple fatalities, devastation and infrastructure problems in many homes as a result of the night's assault. As customarily, everyone still maintained normal activities – enduring hostilities. But those entire period encapsulated Ukraine's critical military reliance on Western support – a reliance that European nations are clearly incapable to substitute in the immediate future.
Failed Diplomacy
The detailed framework from US administration provoked deep reactions, controversy and serious worry – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after prior negotiation attempts and multilateral gatherings.
Every new initiative from Washington adheres to the consistent cycle: a political offensive against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They contain the crisis but never actually achieve victory. This trend will, no doubt, endure.
Strategic Calculations
It is convenient to criticize certain parties of persistently promoting Kremlin's demands. But that does not seem to be the entire situation. American leadership works based on a principle understood by experienced diplomats: you cannot win at the negotiating table what you have failed to defend militarily. The White House assumes that it is unfeasible to force Russia to abandon the territory that it presently holds in Ukraine's south or east.
The problem is that while accepting these circumstances, US leadership does nothing to deter Moscow, through statements or actions, from thinking that the situation will not change more in its advantage in the near future.
Opposing Positions
Therefore, Russian leadership is confident that the clock favors them – that Ukraine and its partners are coming close to fatigue. Their reason to agree to terms that does not give them the largest achievable advantage is almost completely absent. There may be multiple initiatives to end hostilities, but they will continue as long as Russia's leadership remains completely certain in the result.
On the contrary, Ukraine's government believes that Ukraine can still endure, progressively conceding civilians and areas but preventing a complete military breakdown until circumstances change in its advantage.
Current Realities
Realistically, there are no genuine requirements for a ceasefire. Now, subjective factors are entering the equation: leadership ambitions to broker a ceasefire and obtain worldwide acknowledgment, and the government's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the national cause against any plan Kyiv finds unacceptable, so that their priority does not shift toward internal issues. And although their objective will now be much harder after current events, it remains highly unlikely that this will change their overall approach.
These conflicting dynamics are driving the talks.
Conclusion and Outlook
It took a mere seven days to eliminate the suggested clauses of the most recent proposal. Aggressive and erratic handling of the matter by Washington, opposition by Ukraine and the rest of Europe, along with soothing efforts of representatives, and finally, latest revelations, all served their function.
While new plans based on previous concepts are approaching, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are founded on Moscow's terms and reflect particular unwillingness to alter the situation, if they remain united and improve their protective measures at a much faster pace. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the predictable period, mainly require sustained allied backing.
